Rep. Seth Grove (R-York) and Sen. Kristin Phillips-Hill (R-York), alongside advocates and law enforcement officials, held a press conference in Harrisburg on Wednesday to unveil the Buyer Beware Act, legislation in the House and Senate that would increase penalties on criminals convicted of human trafficking and related offenses. Grove said human trafficking is an underreported offense, often driven by crimes such as prostitution and drug distribution, and his legislation is designed to bring the fight to those whose crimes are directly responsible for demand in human trafficking.

Rep. Grove Comments on Bill to Amend the State Constitution to Shrink the Size of the PA House of Representatives

Legislation which would amend the Pennsylvania Constitution to reduce the number of seats in the House of Representatives from 203 to 151 has been approved by the PA Senate and has returned to the House for final consideration. The amendment process requires the measure to be passed during two consecutive legislative sessions and then placed on the ballot for voter approval in a statewide referendum. Rep. Seth Grove (R-York) said approval of this bill would give voters real input in the process of reducing the costs and size of the legislature.

House Education Committee Moves to Bolster Career and Technical Education in Pennsylvania

The package of bills is the result of hearings held and data gathered from 2015 to 2016 by the Select Subcommittee on Technical Education and Career Readiness.

Rep. Grove Comments on House Passage of Bill Banning Abortion for Down Syndrome

The Pennsylvania House has passed legislation that would prohibit the abortion of a child due solely to a diagnosis of possible Down Syndrome. Under current law, a woman can obtain an abortion prior to 24 weeks gestational age for any reason, except if that reason is to select the sex of the child. House Bill 2050 would expand that exception to include a ban on aborting a child solely due to a prenatal diagnosis of Down Syndrome. The law would place no restrictions on a mother having an abortion in cases of rape, incest, or personal endangerment. Rep. Seth Grove (R-York) said he is glad the House acted to protect the sanctity of these lives.

Package of Workforce Education Bills Approved by House Education Committee

The House Education Committee has approved a package of legislation designed to equip students with the technical and career skills they will need to thrive as they enter the workforce. Rep. A package of legislation designed to streamline state government was the topic of a press conference held recently in Harrisburg. A group of House Republicans have introduced several pieces of legislation that would consolidate disparate government agencies that offer similar or duplicative services, as well as eliminate obsolete programs. Rep. Seth Grove (R-York) said his bill would merge the Budget Office, the Department of General Services, the Office of Administration and the Governor’s Office of Policy and Planning into one agency called the Office of Management and Budget.

Rep. Grove Comments on Efforts to Rein In Budget Spending

In anticipation of the Governor’s Budget Address next week, a group of lawmakers gathered in Harrisburg on Thursday to ask the Governor and legislators to craft a state spending plan that forces Pennsylvania to live within its means. Members of the Commonsense Caucus commented on the economic impact of overregulation, the burden of duplicitous government programs, and the stagnating effect of welfare programs which discourage workforce participation, as well as the hole the state has dug for itself by allowing spending to outpace our rate of growth.

Rep. Grove Comments on House Approval of Revenue Plan to Complete Funding of the State Budget without Tax Increases

The Pennsylvania House approved an amended state revenue plan on Wednesday that puts taxpayers first and does not require any increase in state taxes. The revenue plan authored by House Republicans is viewed as a financially responsible effort that not does not rely on additional state borrowing and calls for the utilization of existing funds in dormant state accounts to help balance the nearly $32 billion state budget. Rep. Grove Comments on Revenue-Generating Tax Cut Plan

A plan to bring in additional revenues for Pennsylvania state government by using targeted tax cuts to spur business growth was unveiled Tuesday in Harrisburg. The state’s current Corporate Net Income Tax (CNI) rate of 9.99 percent is one of the highest in the nation and is widely seen as a barrier to economic growth. Lawmakers said House Bill 1584 would make Pennsylvania more economically competitive by cutting the CNI rate, mirroring the 1981 Kemp-Roth federal law that generated a historic increase in business activity and tax revenues. Rep. Seth Grove (R-York) commented on the proposed legislation.
