Rep. Seth Grove (R-York) joined a group of House Republican lawmakers this week to announce the introduction of the Reinventing Government initiative, a package of bills aimed at improving government function, encouraging economic prosperity and building stronger communities. Grove’s bill would merge the Budget Office, the Department of General Services, the Office of Administration and the Governor’s Office of Policy and Planning into one agency called the Office of Management and Budget (OMB). Grove said this effort to streamline state government would improve the core functions and speed delivery of government services to the people of Pennsylvania.

Senator Kristin Phillips-Hill (R-York) and Representative Seth Grove (R-Dover) announced their intentions to offer a constitutional amendment to address out-of-control state spending by the executive branch. Their constitutional amendment would clear up and prevent supplemental spending gimmicks that have been used by the Governor in his recent budget and require all spending to be voted on in a standalone bill, not added on to the state budget proposal for the upcoming fiscal year. Rep. Grove said taxpayers are tired of this kind of overspending and the amendment would ensure a more transparent budget process.

House lawmakers have voted to support a 2019-20 General Fund budget that continues a multi-year effort to hold the line on taxes, fees and spending. Total state spending would be set at $33.997 billion, a 1.8% increase over the current fiscal year, which is in line with the rate of inflation. The plan provides for a record level of spending on education and includes a deposit of more than $250 million into the Rainy-Day Fund, the state’s primary “savings account.” Rep. Seth Grove (R-York) offered the following comments on the spending priorities of the budget plan.

A package of bills aimed at improving career and technical education in Pennsylvania is moving through the House Education Committee toward early legislative action. At a press conference Monday in Harrisburg, a bipartisan group of lawmakers showcased the 8 bills aimed at putting Pennsylvania Families First by increasing job training opportunities, addressing the skills gap and solving the issue of skilled worker shortages that are viewed as holding back the state’s economy. Kristin Phillips-Hill (R-York) have introduced joint pieces of legislation in the House and Senate to increase penalties on criminals convicted of certain human trafficking offenses. Grove and Phillips-Hill were interviewed on KDKA's Robert Mangino Show on Friday January 11 about their legislation known as The Buyer Beware Act. The bills would ensure those who are convicted of crimes related to human trafficking will feel the full force of our justice system while providing justice to helpless victims.
